Description

Strategies for the Revitalization of Brownfield Areas in the Larger Potsdam Region" (SINBRA) is a joint research project of the REFINA program ("Research for the Reduction of Land Consumption and for Sustainable Land Management") funded by the Federal Ministry of Education and Research (BMBF). At its demonstration site Potsdam-Krampnitz it develops advanced strategies and tools for revitalization of ‚conversion areas', lands formerly under military usage.
The joint project consists of six sub-projects (Teilvorhaben: TV1 - TV6) which can be grouped along the three pillar concept of sustainable land management: Economcy, ecology as well as regional and urban development (depicted below).

The State of Brandenburg (Russian ex-military properties held as a property asset), represented by the Brandenburgische Boden GmbH, has more than 10 years of experience in selling, developing and remediating of ex-military real estate. The ex-military site at Potsdam-Krampnitz has been chosen as a representative location for typical shortcomings and deficiencies featuring abandoned sites. The topic of the exemplary restoration of competitiveness of an abandoned site versus competing building land potentials "in the green" should at the same time focus on the processing of the following main objectives:

  1. empirical investigation of the reduction of the land value due to ecological burdens caused during the previous use of the land, development of feasible estimation methods for the market-oriented evaluation of these sites as well as the integration of these evaluation procedures into site-oriented planning procedures
  2. development of methods and indicators for the evaluation of building land potentials, derivation of implementation possibilities as well as development of utilization variants
  3. development and application of a planning and decision-making instrument for the integrated assessment of utilization and remediation aspects as a basis for the determination of optimal spatial development strategies from a holistic point of view
  4. analysis of living space growth and clarification of the reasons for a) take-up of new space and b) the lacking as well as insufficient re-utilization of existing space
  5. application of instruments on the model site "Potsdam-Krampnitz", developed during the parts of the project, and development of re-utilization options,
  6. dissemination of the findings on four levels: web site of the network project, workshops and seminars, panel discussions, training and education courses

Due to the complexity of the problems an interdisciplinary adaption by experts of several specializations (sustainable urban development, re-utilization possibilities, use-oriented remediation, market-oriented assessment methods and development and backgrounds of space take-ups) and the integration of a nation-wide training and education facility has been prepared.
As a result a comprehensive catalog of instruments and indicators for cost effective and sustainable upgrading of non-competitive abandoned sites will be provided:

  • recommendation for development of model-based decision making systems for the integrated utilization and remediation planning of sites contaminated due to their previous function
  • procedures for the compensation of market-oriented and sustainability-related objectives in spatial planning, development of interval indicator systems and recommendations for the politics of the use and planning of space including evaluation regulations

Through cost-effective utilization and remediation management the upgrading perspective at the proposed site Krampnitz will be improved and subsequently an important contribution to a nation sustainability strategy will be delivered.
