Regional park maintenance Emscher Landscape Park - a pilot project

Description

The structure for regional park maintenance was developed and agreed with all project partners on the basis of a regional green space information system. Quality objectives were developed and agreed with regard to defined subareas (park products) in two green spaces in Emscher Landscape Park; a simple structure for collaboration between all project partners was developed and was guaranteed via long-term quality agreements. As funder of ELP, the Ruhr Regional Association (RVR) received a geo-database as the basis for developing park maintenance to be applied to the entire ELP. The structure of this database was developed in such a way that green space information systems (GRIS) from different local authorities could be linked in. Using selected areas, it was demonstrated that linking green space management and rainwater management as well as decentralised wastewater management in ELP was both feasible and appropriate. The existing structures in the region and the potential of green space management were investigated with regard to systematic use of biomass in ELP; the technical framework was demonstrated and the steps required to create regional biomass strategy were described. The idea of "development through maintenance" was developed on the basis of a quality-focused strategy of developed regional park maintenance. Using a regionally agreed maintenance and development concept, the quality of usability, ecology and aesthetics of integrated green and open spaces can be improved. This makes a contribution towards the question of how to manage the quality-based development of urban landscapes.
